A mindless task for a lazy weekend: convert all the README and
README.txt files to Markdown. Paired with the slow conversion of all
of our man pages to Markdown, this gives a uniform language to the
Open MPI docs.
This commit moved a bunch of copyright headers out of the top-level
README.txt file, so I updated the relevant copyright header years in
the top-level LICENSE file to match what was removed from README.txt.
Additionally, this commit did (very) little to update the actual
content of the README files. A very small number of updates were made
for topics that I found blatently obvious while Markdown-izing the
content, but in general, I did not update content during this commit.
For example, there's still quite a bit of text about ORTE that was not
meaningfully updated.

Per discussion at the Summer 2017 developers meeting, generate
the AUTHORS list at make dist time, rather than trying to
keep it up to date and merge on the branches by hand. While
most of the data is generated from git, the organization list
was maintained by hand. The general feeling at the meeting was
that the organization list was not adding value and there were
concrete cases where it involved much chasing by the RMs, so
it has been removed.

Don't use "ompi" names with top-level constructs, because the OMPI
project may not be built. Instead, just use "opal" names -- they'll
always be there.

pkg{data,lib,includedir}, use our own ompi{data,lib,includedir}, which is
always set to {datadir,libdir,includedir}/openmpi. This will keep us from
having help files in prefix/share/open-rte when building without Open MPI,
but in prefix/share/openmpi when building with Open MPI.

Add a WANT_FT_CR flag different from WANT_FT so tools like *-checkpoint are not built when a different FT technique is requested.
Also fix the C/R thread check so that it is only enabled if C/R is enabled, not generally when threads are enabled.
