range of OS friendly path management functions, such as opal_basename
opal_dirname. They should always be used instead of basename and
dirname. There are several functions which allow us to create paths
that are compatible with the OS.
The OPAL_ENV_SEP define should be used (instead of ':') when a env
variable is splitted.

innapropriate for what we need (without talking about the fact that

One of the most important is the IOVBASE_TYPE which should be used
all over the places for casting to and from the iov_base field of
the iovec struct. The reason is because windows does not support
any kind of implicit conversion (not even through void*). All
conversions should be EXPLICIT.

This commit changes all three functions to pass the compile-added
string length parameter to clear out the remainder of the string with
spaces (i.e., the rest of the string that was not set with the name).

that the compiler might need to inform the compiler that a .f90 extension
means "this is Fortran 90 code". Fortran compilers are so weird.

for windows as the C++ conftest.c file generated by configure cannot be
compiled with the Microsoft cl.exe compiler (because of the exit function
prototype). So if we detect a vendor equal to microsoft we will assume
that the compiler is correctly installed (which is true on Windows most
of the time anyway).

includes stdio.h, which has a bunch of declarations that really
confuse non-GNU compilers, so be sure to include that one before
setting __USE_GNU.
