This patch fixes the merge of contiguous elements into larger but more
compact datatypes, and allows for contiguous elements to have thir
blocklen increasing instead of the count. The idea is to always maximize
the blocklen, aka. the contiguous part of the datatype.

open-mpi/ompi@0fe756d416 Introduced
a bug in coll/hcoll component. The ompi_requests allocated by
libhcoll would be treated as coll_base_nbc_request during
ompi_coll_base_retain_<> call. Afterwards this would lead to a
segv in the request cleanup.
Fix: since libhcoll interface does not distinguish between the
blocling/non-blocking requests use coll_base_nbc_request all the
time and initialize it properly in
coll/hcoll/get_coll_handle(). It is still within 2 cache lines.

to allow running as root if both OMPI_ALLOW_RUN_AS_ROOT and
OMPI_ALLOW_RUN_AS_ROOT_CONFIRM env vars are set. However, this
env-var-checking code already exists in
orte_submit.c:orte_submit_init() -- it looks like the
geteuid()/getenv()-checking code here in orterun is now duplicate
code.
So let's just get rid of the duplicate code.

As discussed in open-mpi/ompi#2519 the common component does not depend
on libfabric yet. This commit introduces this dependency by just calling
fi_version().

Since ompi_coll_base_nbc_request_t is to be used in an
opal_free_list_t, it must be returned into a "clean" state.
So cleanup some data in the callback completion subroutines.
This fixes a regression introduced in open-mpi/ompi@0fe756d416

Split the sentinel library in ompi/mpi/fortran/use-mpi-f08 into
- the real sentinel that contains no code (only used to build the .mod files)
- an internal library that does contain some code
and have libmpi_usempif08.la slurp the latter.

Due to IF_NAMESIZE being a reused and conditionally defined macro,
issues could arise from macro mismatches. In particular, in cases where
opal/util/if.h is included, but net/if.h is not, IF_NAMESIZE will be 32.
If net/if.h is included on Linux systems, IF_NAMESIZE will be 16. This
can cause a mismatch when using the same macro on a system. Thus
different parts of the code can have differring ideas on the size of a
structure containing a char name[IF_NAMESIZE]. To avoid this error case,
we avoid reusing the IF_NAMESIZE macro and instead define our own as
OPAL_IF_NAMESIZE.
