abeef55a55 Fix a few compiler warnings reported by clang:
* Ensure "cnt" is always initialized
 * Ensure we dont' buffer overflow on strncat() -- need to ensure we
account for the terminating \0 character
 * hwloc_get_type_depth() returns an int (not unsigned), and
HWLOC_TYPE_DEPTH_UNKNOWN if it's unknown (which is probably <0, but
still, might as well check what the official hwloc docs say to
   check for)

ad51705891 Fix compiler warnings about signed/unsigned comparisons
Change static opal_setlimit() function to return its value in an OUT
parameter and return the usual int error code indicating success or
failure.

The OUT param and return code need to be separated because the OUT
param is an unsigned type, but opal_setlimit() was returning -1 upon
failure. Hence, the caller could not know that it had failed because
the return type was previously an unsigned type.

05f4f62db1 Update -Wno-long-double test to support clang.
This prevents bazillions of warnings from clang tha -Wno-long-double
isn't supported.

The warning that clang issues when it see -Wno-long-double is does not
use any of the words we were looking for, so I added "unknown" to the
list of words to look for. I also re-indented the two m4 tests so
that they're a bit more readable.

f1e510154c Revise the launch timeout detection so we don't mistakenly declare "failed to start". Recognize that timeout is at the per-job level, and define the timeout param as a total value instead of seconds/daemon as it otherwise can get to be an enormous (and useless) number.
Resolves problems in loop_spawn where the timer was incorrectly firing and killing the overall job.

e20217eccc Expand the "btl_usnic" MPI_T enumeration to have strings of the form:
<usnic device name>,<eth device>,<ip address>/<CIDR prefix>

For example:

   usnic_0,eth4,10.1.0.15/16

This is just handy for mapping the usnic_X device back to the IP
network to which it corresponds.

82db913490 usnic: fix module_recv_buffers perf regression
Cisco v1.6 git commit 913ec6c and upstream trunk r29593 (segfault fix)
introduced a performance regression by inadvertently disabling the
`module_recv_buffers` functionality. With those changes in place, the
`btl_usnic_recv.c` logic would end up mallocing a buffer that should
have otherwise come from a `module_recv_buffers` pool. It also resulted
in a small, bounded memory leak (128 buffers at each power-of-two size
interval).

The new version just places the buffer after the free list item with a
flexible array member. I bumped the pool to allocate all 128 elements
up front because the deferred allocation was modestly impacting IMB
Sendrecv performance at a few sizes.

6d7a1fbb82 Move opal_portable_platform.h to opal/include/opal, which is where it really

Update opal_portable_platform.h with changes to mpi_portable_platform.h made

Make mpi_portable_platform.h a symlink to opal_portable_platform.h, so that
they won't get out of sync. I'd like to remove mpi_portable_platform.h, but
we don't automatically add -I${includedir}/openmpi/ to make that sane from
a header include point of view, so that's future work.
