This macro is a wrapper around OMPI_SETUP_PACKAGE, and provides common
functionality that I found myself doing in multiple components.
Someone may want to convince me that we should just wrap this all in
OMPI_SETUP_PACKAGE, but I did it first as a separate macro because so
many other places are already using OMPI_SETUP_PACKAGE and I didn't
want to update all of them.
This macro does the following:
* Assumes that this component should be built by default if all
headers and libraries can be found
* Adds --with-<name> and --with-<name>-libdir options to configure
* Sanity checks directory names given to the above options (i.e., look
for a token file in each, but only if the directory argument is
given)
* Assumes that if --with-<name> is supplied and we can't build the
component, it's a fatal error.
* Assumes that if --with-<name> is NOT supplied and we can't build the
component, it's NOT a fatal error.
* Run OMPI_CHECK_PACKAGE (check for the specific presence of header
files and/or libraries) to determine if the package is available
* Set <framework>_<component>_WRAPPER_EXTRA_LDFLAGS
* Set <framework>_<component>_WRAPPER_EXTRA_LIBS
* Set and AC_SUBST <framework>_<component>_CPPFLAGS
* Set and AC_SUBST <framework>_<component>_CFLAGS
* Set and AC_SUBST <framework>_<component>_LDFLAGS
* Set and AC_SUBST <framework>_<component>_LIBS

Add a check against a maximum (actually get rid of ifs internally to
opal_bitmap.c) -- the functionality to set the current maximum size
opal_bitmap_set_max_size() is currently only used in attribute.c
to set the maximum OMPI_FORTRAN_HANDLE_MAX...
Tested on linux/x86-64 with intel-tests with all_tests_no_perf_f
run with 6 procs.

Correct an error wrt how jobids were being computed. Needed to ensure that the job family field was not overrun as we increment jobids for comm_spawn.
Update the slurm plm module so it uses the new slurm termination procedure (brings trunk back into alignment with 1.3 branch).
Update the slurmd ess component so it doesn't get selected if we are running a singleton inside of a slurm allocation.
Cleanup HNP init by moving some code that had been in orte_globals.c for historical reasons into the ess hnp module, and removing the call to that code from the ess_base_std_prolog
NOTE: this change allows orte to support an infinite aggregate number of comm_spawn's, with up to 64k being alive at any one instant. HOWEVER, the MPI layer currently does -not- support re-use of jobids. I did some prototype coding to revise the ompi_proc_t structures, but the BTLs are caching their own data, and there was no readily apparent way to update it. Thus, attempts to spawn more than the 64k limit will abort to avoid causing the MPI layer to hang.
