Josh Hursey fca3c6e571 Fix the BLCR configuration when explicitly disabling it. ...

It happened that if we supplied:
 --with-ft=cr --without-blcr
then BLCR would be loaded, due to a logic break in the old m4.

Now this works approprately. This should be moved to v1.3.1
