In this case, there is no guaranteed way for the daemon to output the error report itself - we don't have a connection back to the HNP, and we have tied stderr off to /dev/null (for good reasons). So the HNP has to detect the failure itself and report it.

Add support for future case where mpirun assings a global security credential for a given run, though we need to work out how to handle connect-accept from other mpirun's in that case. Remove a bunch of duplicate code in the OOB by consolidating the connection handshake code.
