Ralph Castain c79ecdbd8e Add a new function to the name server - assign_cellid_to_process - that looks up the cellid for a given process and inserts it into the provided process name.

Well....at least, that's what it will do eventually! For now, it just sticks a zero in the field.

Hey - at least it does *something*! :-)
