Jeff Squyres 295016c869 fortran: Revert r32354 
r32354 breaks gfortran if you --enable-mpi-fortran, because it assumes
the value "all", when then errors out of configure because gfortran
can't currently build the mpi_f08 bindings.

Need to think about what the Right solution is here...
