Ralph Castain 983fd3432a Fix singleton comm_spawn. Ensure that singleton's start the RML receive function so they can receive RML updates during xconnect procedures once any comm_spawn'd children start. Since singleton's only use the RMGR/URM component, update that component to also hold us until xconnect is completed (if it is invoked) before returning to the caller. ...
