Jeff Squyres 90802410a8 Update hwloc from 1.5.1 to 1.5.2. Re-enable hwloc PCI support by
default, since it will now use libpciaccess (if available).

common Per the meeting on moving the BTLs to OPAL, move the ORTE database "db" framework to OPAL so the relocated BTLs can access it. Because the data is indexed by process, this requires that we define a new "opal_identifier_t" that corresponds to the orte_process_name_t struct. memcpy Fix mistake that came in via the ompi-agen tree in r23764. The mistake wasn't part of the core autogen upgrade; it was an additional 'bonus' cleanup. Oops. The mistake will always create a set of directories under installdir, even if you do not --with-devel-headers. The set of directories will be empty, but still -- they should not be there at all.
