Jeff Squyres 7f2b73a4e5 Fix for bug 989: parse command line properly. Good code to tweak ... around with while waiting for other things to compile. :-) Since there were some unit tests for the argv interface, took the liberty of updating it for two new functions that were necessary: ompi_argv_delete() and ompi_argv_insert().
