Sayantan Sur 662ba7c344 Basic MPI_Init() working now for 2 processes.

For any number of processes, dynamic connection
management needs to be in place.
This will be done using the OOB async interface.

The basic ptl_send and recv functions for short messages
are working, though in very preliminary form.
