openmpi/ompi/mca/coll/tuned/coll_tuned_util.c
Graham Fagg 5f2d82347f a couple of changes to make barrier synchronous.. means last communication to any possible peer must
be locally completing. for now using synchronous calls until the new functionality is available. then will change
the code to use the new PML send flags.
