Brian Barrett 6e4f33e48c * after careful consideration, there's really no reason to force config.m4
components to succeed with --enable-dist.  Instead, just add them to
  all_components and make dist will still work - we're going to stamp out
  the Makefiles no matter what
* Add missing header to ob1 pml for make dist
* Clean up the Portals BTL configure code
