George Bosilca 6c21851160 Only register the BTL progress function if there is a need for it. This require ... a little bit more than "BTL was able to add some procs". The real condition to allow the BTL progress is that we will use it to send/recv data to/from some of the peers (this include the BTL exclusivity in the process).
