- LDFLAGS set at the top level of Open MPI were not passed to the 
   ROMIO configure script
 - If ROMIO was explicitly required (with --enable-io-romio) and
   not able to be built, abort OMPI's configure script.

This needs to go to the v1.0 and v1.1 branches.
