N gatherv's:

  for (i = 0 ... size)
    MPI_Gatherv(..., root = i, ...)

The new algorithm simply does (effectively):

  MPI_Gatherv(..., root = 0, ...)
  MPI_Bcast(..., root = 0, ...)
