When called, each mapper checks to see if it can map the job. If npernode is provided, for example, then the loadbalance mapper accepts the assignment and performs the operation - all mappers before it will "pass" as they can't map npernode requests. Also remove the stale and never completed topo mapper. This commit was SVN r24393.
