Craig E Rasmussen 1c579699b1 Added AC_SUBST variables OMPI_FORTRAN_IKINDS, OMPI_FORTRAN_RKINDS

and OMPI_FORTRAN_CKINDS.  These are used in shell scripts to
generate compiler dependent Fortran bindings.
