[10.4] with gfortran 4.0) who need to be able to add flags to compile
simple Fortran executables that use libc routines.
Notably, for Tiger with gfortran 4.0 installed, you'll need to:
./configure F77=gfortran FC=gfortran LIBS=-lSystemStubs
