Up until this point we have had inconsistent usage for MCA verbosity levels. This commit attempts to correct this by recommending components use these standard levels: none (0), error (1), warn (10), info (20), debug (40), and trace (60). Signed-off-by: Nathan Hjelm <hjelmn@lanl.gov>
