Rolf vandeVaart 14e7bcc383 Create new entries in the wrapper data files so the
administrator can specify compiler flags that get
inserted into the command before the user's flags.
These flags can be specified at configure time.
Reviewed by Jeff Squyres.

This fixes ticket #2474.
