This commit contains the following changes:
The C++ bindings were removed from the standard in MPI-3.0. This
commit removes the entirety of the C++ bindings as well as the
support configury.
Removes all references to C++ from the man pages. This includes the
bindings themselves, all references to what C++ bindings return,
all not-available comments, and differences between C++ and other
language bindings.
If the user passes --enable-mpi-cxx, --enable-mpi-cxx-seek, or
--enable-cxx-exceptions, print a warning message an abort configure.

Per 0ab6b201fed, note in the MPI_Comm_spawn_multiple.3in man page that
the array_of_commands does not need to be terminated -- it just need
to have exactly "count" entries. In the Fortran binding, at least,
this is different than in prior released versions of Open MPI (it's
not a backwards incompatibility, since prior versions of Open MPI
required array_of_commands to be blank-string-terminated in Fortran --
this change makes Open MPI be *less* restrictive, and therefore still
backwards compatible).

Fix comm_spawn on a single host - with the new default mapping scheme, we were incorrectly computing the number of procs to put on the node.

This merges the branch containing the revamped build system based around converting autogen from a bash script to a Perl program. Jeff has provided emails explaining the features contained in the change.
Please note that configure requirements on components HAVE CHANGED. For example. a configure.params file is no longer required in each component directory. See Jeff's emails for an explanation.

for years, were probably tremendously confused by this typo -- trying
to code their applications by catching MPI:Exception instances, but
failing to compile them. "Why, cruel world, why?!"
Now we have fixed the error; all is right with the world again.

Add a ''map_bynode'' info key to determine if the job to be started by comm_spawn* should be mapped by node or by slot. Default is to map according to the default policy set when the parent job was started.

We currently apply all of the MCA params in the parent job to the child. This commit allows a user to specify additional params for the child job, and to override any pre-existing params with the new value so they can better control behavior of the child job.
