OMPI_* to OPAL_*. This allows opal layer to be used more independent
from the whole of ompi.
NOTE: 9 "svn mv" operations immediately follow this commit.

return the buffer address from Fortran. It is not expected
behavior. For MPI_Buffer_attach, adjust the address of
the buffer handed in so it is always aligned.
