PR open-mpi/ompi#2432 introduced a regression where configure
and build with --disable-dlopn caused build failure owing
to unresolved alps lli symbols in the libopal-pal shared library.
This commit fixes this problem.

Move .so version numbers to their appropriate project in the top-level
VERSION file. Also add the project name to all .so version number
names. Remove no-longer-used .so names.
This commit adds an owner file in each of the component directories
for each framework. This allows for a simple script to parse
the contents of the files and generate, among other things, tables
to be used on the project's wiki page. Currently there are two
"fields" in the file, an owner and a status. A tool to parse
the files and generate tables for the wiki page will be added
in a subsequent commit.
Add an alps common lib to orte. Add a function
to determine whether or not a process is in a
PAGG container.
Note: we need a better naming convention for
common libs, since right now they use a "flat"
naming convention.
