* LSF ships a `libevent.so` that is no related to the `libevent.so`
shipped with Libevent.
* Add some checks to the configure logic to detect scenarios where this
conflict can be detected, and provide the user with a descriptive
warning message.
- When detected by `event/external` this is just a warning since
the internal component may be able to be used instead.
- This happens when the user supplies the LSF path via the
`LDFLAGS` envar instead of via `--with-lsf-libdir`.
- When detected by a LSF component and LSF was explicitly requested
then this becomes an error. Otherwise it will just print the warning
and that component will fail to build.

on the system, even if it is there. This can lead to the build

These macros should really be named OPAL_SUMMARY_*; they're used in
all projects, and therefore should be in the lowest later project (OPAL).

This commit adds two m4 macros: OPAL_SUMMARY_ADD, OPAL_SUMMARY_PRINT.
OPAL_SUMMARY_ADD adds an item to a section in the summary. For example
OPAL_SUMMARY_ADD([[Transports]],[[Foo]],...,[yes]) will add the
following to the summary:

With this commit two sections are added: Transports, Resource Managers.
The OPAL_SUMMARY_PRINT macro is called after AC_OUTPUT and prints out
some information about the build (version, projects, etc) and then
the summarys sections. It will additionally print a warning if
internal debugging is enabled.

Based on a patch from Joshua Randall, improve the search for LSF
libraries in orte_check_lsf.m4. This improvement theorhetically
allows the LSF libraries to work in a variety of OSs by properly
searching for its dependent libraries using a variety of library
names.
Fixes trac:4889.

config/ directory. We split them apart a while ago in the hopes that
it would simplify things, but it didn't really (e.g., because there
were still some ompi/opal .m4 files in the top-level config/
directory, resulting in developer confusion where any given m4 macro
was defined).
So this commit consolidates them back into the top-level directory for
simplicity.
There's still (at least) two changes that would be nice to make:
1. Split any generated .m4 file (e.g., autogen-generated .m4 files)
into a separate directory somewhere so that a top-level -Iconfig/
will only get our explicitly defined macros, not the autogen stuff
(e.g., with libevent2019 needing to get the visibility macro, but
NOT all the autogen-generated inclusion of component configure.m4
files).
1. Change configure to be of the form:
