4d92c9989e more c99 updates
This commit does two things. It removes checks for C99 required
headers (stdlib.h, string.h, signal.h, etc). Additionally it removes
definitions for required C99 types (intptr_t, int64_t, int32_t, etc).

7e34997746 event/libevent2022: fix coverity issue
CID 1269841 Out-of-bounds access (OVERRUN)

Correct issue. If the string being concatingated fills the remaining
buffer then a \0 is written past the end of the string. In practice
this should never happen but it should be fixed. I re-organized the
code a bit to clear this error.

b68d66bb9b MCA: Add the project/project version to the MCA base component
This commit adds support for project_framework_component_* parameter
matching. This is the first step in allowing the same framework name
in multiple projects. This change also bumps the MCA component version
to 2.1.0.

All master frameworks have been updated to use the new component
versioning macro. An mca.h has been added to each project to add a
project specific versioning macro of the form
PROJECT_MCA_VERSION_2_1_0.

bf89131f9e add owner files to opa/ompi/orte mca directories
This commit adds an owner file in each of the component directories
for each framework.  This allows for a simple script to parse
the contents of the files and generate, among other things, tables
to be used on the project's wiki page.  Currently there are two
"fields" in the file, an owner and a status.  A tool to parse
the files and generate tables for the wiki page will be added
in a subsequent commit.

WHAT:    Open our low-level communication infrastructure by moving all necessary components (btl/rcache/allocator/mpool) down in OPAL

All the components required for inter-process communications are currently deeply integrated in the OMPI layer. Several groups/institutions have express interest in having a more generic communication infrastructure, without all the OMPI layer dependencies.  This communication layer should be made available at a different software level, available to all layers in the Open MPI software stack. As an example, our ORTE layer could replace the current OOB and instead use the BTL directly, gaining access to more reactive network interfaces than TCP.  Similarly, external software libraries could take advantage of our highly optimized AM (active message) communication layer for their own purpose.  UTK with support from Sandia, developped a version of Open MPI where the entire communication infrastucture has been moved down to OPAL (btl/rcache/allocator/mpool). Most of the moved components have been updated to match the new schema, with few exceptions (mainly BTLs where I have no way of compiling/testing them). Thus, the completion of this RFC is tied to being able to completing this move for all BTLs. For this we need help from the rest of the Open MPI community, especially those supporting some of the BTLs.  A non-exhaustive list of BTLs that qualify here is: mx, portals4, scif, udapl, ugni, usnic.

7b4afe7efe Revert r31765 as it causes segfaults in all orte tools. We aren't getting all the events off of the event base in those tools prior to opal calling event_base_free, and that means there are stale memory references that libevent is trying to release.
Either we need to ensure that all events are deleted (which may prove difficult), or find another way to release the base memory.

75fb6dbba9 opal/event: release the opal event context when closing the event base
This fixes a series of leaks identified by valgrind. Since
opal_event_base_open was creating the event base it follows that
opal_event_base_close should release the event base.

a8e2d6c3a6 The bulk of the remaining renaming changes, in one final glorious "blob". Thanks to Jeff for some help chasing down a few spots. Per chat with Jeff, we decided to cleanup a few things that were historical in nature:
top_ompi_srcdir  ->  OMPI_TOP_SRCDIR
top_ompi_builddir -> OMPI_TOP_BUILDDIR

We also split the srcdir/builddir flags according to their local tree (e.g., OPAL_TOP_SRCDIR), and tied them all together in configure.ac. Renamed ompi_ignore and ompi_unignore to be opal_<foo> as these are agnostic markers.

Only thing left is ompilibdir being treated similar to what we dif for srcdir/builddir. Coming soon.

8b778903d8 Fix longstanding issue with our multi-project support. Rather than using
pkg{data,lib,includedir}, use our own ompi{data,lib,includedir}, which is
always set to {datadir,libdir,includedir}/openmpi.  This will keep us from
having help files in prefix/share/open-rte when building without Open MPI,
but in prefix/share/openmpi when building with Open MPI.

1bc8f41edb This commit combines 3 somewhat-unrelated things, which unfortunately
got linked together (work on one caused work in the other):

 * Clean up a bunch of VAR_SCOPE issues in configure.  This includes:
   * Using VAR_SCOPE_PUSH and VAR_SCOPE_POP in more places
   * Cleaning up the use of some shell variables (e.g., name them better)
 * Add support for external libevent via
   --with-libevent=<dir-to-libevent-install-tree>, as specifically
   asked for by downstream packagers.
 * Revamp how wrapper compiler RPATH (and RUNPATH) support is done.
   The external libevent work exposed weakenesses in how the original
   RPATH/RUNPATH work was done, so we had to re-do it to be a bit more
   robust.

This work has not yet been tested on Solaris.

3bd9c603ff Clean up variables used in configure with OPAL_VAR_SCOPE.
This is helpful in the work for #3694: ensure that many places that
eventually end up in configure don't overly-pollute the global shell
variable space (because debugging accidental shell variable pollution
can be a real pain).

7de493fc02 Silence a warning about an address that can never be NULL - libevent needs to deal with the situation where the user may have compiled the code on a system where this function is present, but executes it on one where it isn't. Thus, a compile-time test isn't adequate.

5d7a93c032 Add the ability to use an external version of libevent. Clearly not recommended at this time. I've verified that it works in limited scenarios, but more thorough testing and performance impacts need to be assessed.
Interesting how many includes had to be fixed here and there to fill in missing dependencies :-)

cf377db823 MCA/base: Add new MCA variable system
Features:
 - Support for an override parameter file (openmpi-mca-param-override.conf).
   Variable values in this file can not be overridden by any file or environment
   value.
 - Support for boolean, unsigned, and unsigned long long variables.
 - Support for true/false values.
 - Support for enumerations on integer variables.
 - Support for MPIT scope, verbosity, and binding.
 - Support for command line source.
 - Support for setting variable source via the environment using
   OMPI_MCA_SOURCE_<var name>=source (either command or file:filename)
 - Cleaner API.
 - Support for variable groups (equivalent to MPIT categories).

Notes:
 - Variables must be created with a backing store (char **, int *, or bool *)
   that must live at least as long as the variable.
 - Creating a variable with the MCA_BASE_VAR_FLAG_SETTABLE enables the use of
   mca_base_var_set_value() to change the value.
 - String values are duplicated when the variable is registered. It is up to
   the caller to free the original value if necessary. The new value will be
   freed by the mca_base_var system and must not be freed by the user.
 - Variables with constant scope may not be settable.
 - Variable groups (and all associated variables) are deregistered when the
   component is closed or the component repository item is freed. This
   prevents a segmentation fault from accessing a variable after its component
   is unloaded.
 - After some discussion we decided we should remove the automatic registration
   of component priority variables. Few component actually made use of this
   feature.
 - The enumerator interface was updated to be general enough to handle
   future uses of the interface.
 - The code to generate ompi_info output has been moved into the MCA variable
   system. See mca_base_var_dump().

This commit also modifies the rmaps framework. The following variables were
moved from ppr and lama: rmaps_base_pernode, rmaps_base_n_pernode,

b8442ba505 Revamp the handling of wrapper compiler flags. The user flags, main configure
flags, and mca flags are kept seperate until the very end.  The main configure
wrapper flags should now be modified by using the OPAL_WRAPPER_FLAGS_ADD
macro.  MCA components should either let <framework>_<component>_{LIBS,LDFLAGS}
be copied over OR set <framework>_<component>_WRAPPER_EXTRA_{LIBS,LDFLAGS}.
The situations in which WRAPPER CPPFLAGS can be set by MCA components was
made very small to match the one use case where it makes sense.

569a60c2de In short: this commit removes a bunch of code by switching the opal
event framework to STOP_AT_FIRST, and then moves a bunch of
side-effect-inducing code in the libevent2019 configure.m4 up to
POST_CONFIG.

== More detail ==

Change the event framework from STOP_AT_FIRST_PRIORITY to
STOP_AT_FIRST.  This means that only one component can win (vs. all
STOP_AT_FIRST_PRIORITY, in which multiple components of the same
priority can all win).

You still need to ensure that there are no side-effects from the
winner, however, so check for winning during POST_CONFIG, and set
things like the base_include there.

This simplifies the configury quite a bit -- you don't have to assume
that mulitple components can win: zero or one components will win.

Also change the libevent 2019 priority to 50 so that some other
(developer-specific/local) component could win, if it wanted to.

cada035f38 Fix the segfault problem in the orteds - turns out it only occurred with progress threads enabled. Ensure the thread gets started at the right time (at the end of init), although the event base gets created earlier. Remove the finalize event as we can instead use the loopbreak call to exit the event loop.

b29b852281 Consolidate all the opal/orte/ompi .m4 files back to the top-level
config/ directory.  We split them apart a while ago in the hopes that
it would simplify things, but it didn't really (e.g., because there
were still some ompi/opal .m4 files in the top-level config/
directory, resulting in developer confusion where any given m4 macro
was defined).

So this commit consolidates them back into the top-level directory for
simplicity.  

There's still (at least) two changes that would be nice to make:

 1. Split any generated .m4 file (e.g., autogen-generated .m4 files)
    into a separate directory somewhere so that a top-level -Iconfig/
    will only get our explicitly defined macros, not the autogen stuff
    (e.g., with libevent2019 needing to get the visibility macro, but
    NOT all the autogen-generated inclusion of component configure.m4
    files).
 1. Change configure to be of the form:

# ...a small amount of preamble/setup...
OPAL_SETUP
m4_ifdef([project_orte], [ORTE_SETUP])
m4_ifdef([project_ompi], [OMPI_SETUP])

bdedd8b0d3 Per RFC modify the behavior of mca_base_components_close to NOT close the output. Modify frameworks to always close their output and set to -1.
Reasoning: The old behavior was a little confusing. mca_base_components_open does not open an output stream so it is a little unexpected that mca_base_components_close does. To add to this several frameworks (that don't use mca_base_components_close) failed to close their output in the framework close function and others closed their output a second time. This change is an improvement to the symantics of mca_base_components_open/close as they are now symetric in their functionality.

1d41c6bb80 Some more libevent configure fixes. Ensure -levent gets added to the wrapper flags as the LANL machines can't seem to find it otherwise. Remove the duplicate evaluation of --visibility in the libevent area as it was already done by opal for everyone. Set some more ignores.

83d69b6c95 Enable the ORTE progress thread for apps (not needed in the tools as they already continuously loop in the event lib). This appears to be working, at least for MPI apps that only use shared memory (a simple "hello"). More testing is required to identify where problems will occur - this is only intended to allow further development.
In order to use the progress thread, you must configure with:

--enable-orte-progress-threads --enable-event-thread-support

bd8b4f7f1e Sorry for mid-day commit, but I had promised on the call to do this upon my return.
Roll in the ORTE state machine. Remove last traces of opal_sos. Remove UTK epoch code.

Please see the various emails about the state machine change for details. I'll send something out later with more info on the new arch.

93a797cc33 r25511 didn't fully fix the OPAL_CHECK_VISIBILITY issue; we also need
to -I the opal/config directory so that autoregen can find our .m4
files.

a931c5b1eb Redo a patch from late last night that replaces libevent 2.0.7 with libevent 2.0.13 as our default event library. Cleanup the libevent renames to correctly state 2013 as our new version.
