N gatherv's:

MPI_Gatherv(..., root = i, ...)
The new algorithm simply does (effectively):
MPI_Gatherv(..., root = 0, ...)
MPI_Bcast(..., root = 0, ...)

sub-projects
- rather than including config headers with <project>/include,
have them as <project>
- require all headers to be included with a project prefix, with
the exception of the config headers ({opal,orte,ompi}_config.h
mpi.h, and mpif.h)

all processes call MPI_Gatherv(MPI_IN_PLACE...) because IN_PLACE is
only allowed to be used at the root. Non-root processes must use
their receive buf as the send buf.

Waiting for BA's tests to check the validity of this IN_PLACE stuff.
