Joshua Ladd	e39d9f4080	Per the RFC schedule, add an additive lagged Fibonacci parallel random number generator to OPAL. In order to use, please add the following header to your code: opal/util/alfg.h. See ompi/mca/btl/openib/connect/btl_openib_connect_udcm.c for an example how to seed with opal_srand and invoke the generator with opal_rand.
