This commit does two things. It removes checks for C99 required
headers (stdlib.h, string.h, signal.h, etc). Additionally it removes
definitions for required C99 types (intptr_t, int64_t, int32_t, etc).

(sometimes after the merge with the ORTE branch), the opal_pointer_array
will became the only pointer_array implementation (the orte_pointer_array
will be removed).

version 1.12. As in the 2.0 everything related to windows and files has been removed
I prefer to add the complete files, so I have a trace in the SN for later.
