* Don't overflow the internal datatype count.
Change the type of the count to be a size_t (it does not alter the total
size of the internal structures, so has no impact on the ABI).

* Optimize the datatype creation.
The internal array of counts of predefined types is now only created
when needed, which is either in a heterogeneous environment, or when
one call get_elements. It saves space and makes the convertor creation a
little faster in some cases.
Rearrange the fields in the datatype description structs.
The macro OPAL_DATATYPE_INIT_PTYPES_ARRAY had a bug, and the
static array was only partially created. All predefined types should
have the ptypes array created and initialized.

As Gilles suggested on #2535 the opal_unpack_general_function was
unpacking based on the requested count and not on the amount of packed
data provided.

since Open MPI now requires a C99, and ptrdiff_t type is part of C99,
there is no more need for the abstract OPAL_PTRDIFF_TYPE type.

As we changed the ABI (forcing a major release), we can limit
the size of the predefined communicators by moving the collective
structure outside the communicator. This might have a minimal,
but unnoticeable, impact on performance. This approach has been
discussed during the January 2017 devel meeting.

WHAT: Open our low-level communication infrastructure by moving all necessary components (btl/rcache/allocator/mpool) down in OPAL
All the components required for inter-process communications are currently deeply integrated in the OMPI layer. Several groups/institutions have express interest in having a more generic communication infrastructure, without all the OMPI layer dependencies. This communication layer should be made available at a different software level, available to all layers in the Open MPI software stack. As an example, our ORTE layer could replace the current OOB and instead use the BTL directly, gaining access to more reactive network interfaces than TCP. Similarly, external software libraries could take advantage of our highly optimized AM (active message) communication layer for their own purpose. UTK with support from Sandia, developped a version of Open MPI where the entire communication infrastucture has been moved down to OPAL (btl/rcache/allocator/mpool). Most of the moved components have been updated to match the new schema, with few exceptions (mainly BTLs where I have no way of compiling/testing them). Thus, the completion of this RFC is tied to being able to completing this move for all BTLs. For this we need help from the rest of the Open MPI community, especially those supporting some of the BTLs. A non-exhaustive list of BTLs that qualify here is: mx, portals4, scif, udapl, ugni, usnic.

This patch reshape the way we deal with topologies completely. Where
our topologies were mainly storage components (they were not capable
of creating the new communicator), the new version is built around a
[possibly] common representation (in mca/topo/topo.h), but the functions
to attach and retrieve the topological information are specific to each
component. As a result the ompi_create_cart and ompi_create_graph functions
become useless and have been removed.
In addition to adding the internal infrastructure to manage the topology
information, it updates the MPI interface, and the debuggers support and
provides all Fortran interfaces.

ensure that including valgrind.h is within the WANT_MEMCHECKER macro.
But this does not seem right; memchecker is a framework and valgrind
is the component -- why are we including a component-specific header
file in a top-level OMPI .h file? It seems like there should be a
memchecker .h file that generically hides these component-specific
details (i.e., what if we add some other memchecker components
someday?).
