4b38b6bd0c Fix multiple issues with the collective requests.
This patch addresses most (if not all) @derbeyn concerns
expressed on #1015. I added checks for the requests allocation
in all functions, ompi_coll_base_free_reqs is called with the
right number of requests, I removed the unnecessary basic_module_comm_t
and use the base_module_comm_t instead, I remove all uses of the
COLL_BASE_BCAST_USE_BLOCKING define, and other minor fixes.

4d00c59b2e Cleanup the memory handling for temporary buffers in
some of the collective modules. Added a new function
opan_datatype_span, to compute the memory span of
count number of datatype, excluding the gaps in the
beginning and at the end. If a memory allocation is
made using the returned value, the gap (also returned)
should be removed from the allocated pointer.

88492a1e12 Consistently use the request array for all modules (single array stored
in the base).
Correctly deal with persistent requests (they must be always freed when
they are stored in the request array associated with the communicator).
Always use MPI_STATUS_IGNORE for single request waiting functions.

b68d66bb9b MCA: Add the project/project version to the MCA base component
This commit adds support for project_framework_component_* parameter
matching. This is the first step in allowing the same framework name
in multiple projects. This change also bumps the MCA component version
to 2.1.0.

All master frameworks have been updated to use the new component
versioning macro. An mca.h has been added to each project to add a
project specific versioning macro of the form
PROJECT_MCA_VERSION_2_1_0.

bf89131f9e add owner files to opa/ompi/orte mca directories
This commit adds an owner file in each of the component directories
for each framework.  This allows for a simple script to parse
the contents of the files and generate, among other things, tables
to be used on the project's wiki page.  Currently there are two
"fields" in the file, an owner and a status.  A tool to parse
the files and generate tables for the wiki page will be added
in a subsequent commit.

76204dfafe coll/basic: fix segmentation fault in neighborhood collectives if the degree
of the topology is higher than the communicator size

It is possible to have a topology degree higher than the size of the communicator.
For example, a periodic cartesian communicator on MPI_COMM_SELF. This will leave
the neighborhood collectives with a request buffer that is too small.

This commits introduces a semantic change :
from now, c_topo must be set before invoking coll_select

9c788ff940 coll/basic: fix segmentation fault in neighborhood collectives if the degree
of the topology is higher than the communicator size

It is possible to have a topology degree higher than the size of the communicator.
For example, a periodic cartesian communicator on MPI_COMM_SELF. This will leave
the neighborhood collectives with a request buffer that is too small. This commit
adds a call that will dynamically increase the size of the request buffer if it
is too small.

A better fix would be to create the topology *before* calling the coll_select
routine on a communicator. This will take some discussion and the solution will
not likely be ready anytime soon.

8bafe06c57 Fixes *alltoall* collectives at top level
This commit :
 - Correctly retrieve the communicator size when
   checking memory and parameters
 - Ensure (sendtype,sendcount) and (recvtype,recvcount)
   matches and return with MPI_ERR_TRUNCATE otherwise
 - Return with MPI_SUCCESS without invoking the low level
   if no data is going to be transferred

8b778903d8 Fix longstanding issue with our multi-project support. Rather than using
pkg{data,lib,includedir}, use our own ompi{data,lib,includedir}, which is
always set to {datadir,libdir,includedir}/openmpi.  This will keep us from
having help files in prefix/share/open-rte when building without Open MPI,
but in prefix/share/openmpi when building with Open MPI.

c5596548b2 MPI-3: Add support for neighborhood collectives
Blocking versions are simple linear algorithms implemented in coll/basic. Non-
blocking versions are from libnbc 1.1.1. All algorithms have been tested with
simple test cases.

5f686a90d0 Fix several issues regarding MPI_IN_PLACE and different flavors
of MPI_Alltoall.
 - add support for MPI_IN_PLACE in the self collective component.

cf377db823 MCA/base: Add new MCA variable system
Features:
 - Support for an override parameter file (openmpi-mca-param-override.conf).
   Variable values in this file can not be overridden by any file or environment
   value.
 - Support for boolean, unsigned, and unsigned long long variables.
 - Support for true/false values.
 - Support for enumerations on integer variables.
 - Support for MPIT scope, verbosity, and binding.
 - Support for command line source.
 - Support for setting variable source via the environment using
   OMPI_MCA_SOURCE_<var name>=source (either command or file:filename)
 - Cleaner API.
 - Support for variable groups (equivalent to MPIT categories).

Notes:
 - Variables must be created with a backing store (char **, int *, or bool *)
   that must live at least as long as the variable.
 - Creating a variable with the MCA_BASE_VAR_FLAG_SETTABLE enables the use of
   mca_base_var_set_value() to change the value.
 - String values are duplicated when the variable is registered. It is up to
   the caller to free the original value if necessary. The new value will be
   freed by the mca_base_var system and must not be freed by the user.
 - Variables with constant scope may not be settable.
 - Variable groups (and all associated variables) are deregistered when the
   component is closed or the component repository item is freed. This
   prevents a segmentation fault from accessing a variable after its component
   is unloaded.
 - After some discussion we decided we should remove the automatic registration
   of component priority variables. Few component actually made use of this
   feature.
 - The enumerator interface was updated to be general enough to handle
   future uses of the interface.
 - The code to generate ompi_info output has been moved into the MCA variable
   system. See mca_base_var_dump().

This commit also modifies the rmaps framework. The following variables were
moved from ppr and lama: rmaps_base_pernode, rmaps_base_n_pernode,

8d2fa3693b First cut at removing the native Windows support. Remove all the Windows-specific components, and the .windows files sprinkled around. Remove the Windows platform files and MTT scripts. Update the NEWS to point Windows users to the cygwin package.

4e6a6fc146 - Check, whether the compiler supports __builtin_clz (count leading
zeroes);
   if so, use it for bit-operations like opal_cube_dim and opal_hibit.
   Implement two versions of power-of-two.
   In case of opal_next_poweroftwo, this reduces the average execution
   time from 83 cycles to 4 cycles (Intel Nehalem, icc, -O2, inlining,
   measured rdtsc, with loop over 2^27 values).
   Numbers for other functions are similar (but of course heavily depend
   on the usage, e.g. opal_hibit() with a start of 4 does not save
   much).  The bsr instruction on AMD Opteron is also not as fast.

 - Replace various places where the next power-of-two is computed.
   
   Tested on Intel Nehalem Cluster with openib, compilers GNU-4.6.1 and
   Intel-12.0.4 using mpi_testsuite -t "Collective" with 128 processes.

40a2bfa238 WARNING: Work on the temp branch being merged here encountered problems with bugs in subversion. Considerable effort has gone into validating the branch. However, not all conditions can be checked, so users are cautioned that it may be advisable to not update from the trunk for a few days to allow MTT to identify platform-specific issues.
This merges the branch containing the revamped build system based around converting autogen from a bash script to a Perl program. Jeff has provided emails explaining the features contained in the change.

Please note that configure requirements on components HAVE CHANGED. For example. a configure.params file is no longer required in each component directory. See Jeff's emails for an explanation.

872a4047ba Fix the bug that caused by ADD_DEPENDENCIES() from different version of CMake.
In CMake 2.6 and earlier, this function add dependencies for targets and also link the target libraries automatically, but in CMake 2.8,this behavior has been changed, i.e. it will only add the dependencies but no link, which will cause linking errors at compilation time.
