Due to IF_NAMESIZE being a reused and conditionally defined macro,
issues could arise from macro mismatches. In particular, in cases where
opal/util/if.h is included, but net/if.h is not, IF_NAMESIZE will be 32.
If net/if.h is included on Linux systems, IF_NAMESIZE will be 16. This
can cause a mismatch when using the same macro on a system. Thus
different parts of the code can have differring ideas on the size of a
structure containing a char name[IF_NAMESIZE]. To avoid this error case,
we avoid reusing the IF_NAMESIZE macro and instead define our own as
OPAL_IF_NAMESIZE.

Sometimes, the ethernet interfaces can get quite high kernel indices. struct
ifreq (see netdevice(7)) defines ifr_ifindex to be int's. The OOB component
used int16_t internally for matching (in case of -mca oob_tcp_if_[in|ex]clude)
which meant that any interface index > 32767 would never be matched because the
integer would be truncated to int16_t upon return from the function. OOB would
then refuse to work because it didn't find any usable interfaces and MPI job
would abort.

Fix a bug in the new code that prevented the system from correctly matching addresses.
Remove comments in the show-help text indicating that we would continue in the face of incorrect specifications - leave that to the calling layer to decide.
Modify the new opal_ifmatches so it returns error codes letting the caller better understand the result.
Modify the oob to ensure we abort if we don't find interfaces matching specified constraints, and that we do so without multiple error messages.
NOTE: we have a conflict in our standards. We have been using comma-delimited lists of interfaces for all our params. However, one param - opal_net_private_ipv4 - now uses semicolons instead of comma separators. No idea why, but it is confusing.

because we wasted a good amount of time today assuming that it was
returning the actual netmask. Specifically, we were confused why it
returned 0x18 instead of 0xffffff00 for a class C subnet (the
head-smacking moment wasn't until [much] later when we converted 0x18
to decimal, which is 24. Then the Clue Light(tm) went on).

- make opal_sockaddr2str() take a sockaddr_storage instead of a sockaddr_in6
so that it works for IPv4 and IPv6 addresses, and remove a whole bunch
of #ifs in the OOOB code.
- Fix a compiler warning in the TCP BTL due to run-time determined
array size by making it a dynamicly allocated array.
- Fix the unpacking code of IPv4 addresses when using IPv6 support, so
that the address is in the correct location (instead of in an IPv6
structure, use an IPv4 structure). Refs trac:1005.
