- Simple components for getting and setting processor affinity of a
process; does *not* include scheduling decisions
- No one in the OMPI code base invokes the framework yet
- Added linux component for using sched_setaffinity()
- Added shell solaris component that will use processor_bind()
(currently .ompi_ignore'd)
