This commit updates the btl selection logic for the RDMA and RDMA
pipeline protocols to use a btl iff: 1) the btl is also used for eager
messages (high exclusivity), or 2) no other RDMA btl is available on
an endpoint and the pml_ob1_use_all_rdma MCA variable is true. This
fixes a performance regression with shared memory when an RDMA capable
network is available.

This commit fixes a race that can occur when two threads are in the
ugni progress function at the same time. This race occurs when one
thread calls GNI_PostDataProbeById then goes to sleep then another
thread calls GNI_PostDataProbeById then GNI_EpPostDataWaitById before
the other thread wakes up. If this happens the first thread will print
a warning on GNI_EpPostDataWaitById about no matching post.

Split process name variable "name" to
- "wildcard_rank" for the cases where wildcard is used.
- "pname" for the case where reference to particular process is needed.
Clang 5.1 on my mac was a sad panda compiling a couple
of files, complaining about uninitialized stack variables.
This commit makes clang a happier panda (or at least not so sad).

This commit fixes two issues that can occur during a connection:
- Re-entry to connection progress from modex lookup. Added an
additional endpoint state that will keep the code from re-entering
the common endpoint create.
- Fixed a race between a process posting a directed datagram through
a send and a connection being progressed through opal_progress().
The progress code was not obtaining the endpoint lock before
attempting to update the endpoint. To limit the amount of code
changed for 2.0.1 this commit makes the endpoint lock recursive. In
a future update this may be changed.

The code that sets OPAL_HAVE_WORKING_EVENTOPS for internal libevent
was executed even if the external libevent component was configured.
As the result libevent progress wasn't called in opal_progress which
for example caused ring_c to hang when pml/ob1 was used.
Architecture is set by the ompi layer *after* job startup, so the key cannot
have the "pmix" prefix since optimizations in open-mpi/ompi@01a653d50a
otherwise architecture cannot be retrieved
Based on current implementation it is faster to use a blocking
send than the non-blocking version. Switch the exchange function
used in the barrier to use the blocking version combined with
the non-blocking version of the receive.
This is similar to open-mpi/ompi@223d75595d
It is possible for the start call to complete the requests. For this
reason the module rdma_frag field should be filled in before start is
called. If the request completes the completion callback will reset
the rdma_frag field to NULL. Fixes a bug discovered by @tkordenbrock.

On start we were not correctly resetting all request fields. This was
leading to a double-completion on persistent receives. This commit
updates the base start code to reset the receive req_bytes_packed and
the send request convertor.

random function provided in opal to prevent pertubing user's random seed.
