The monitoring PML hides it's existence from the OMPI infrastructure by
removing itself from the list of PML loaded components, remaining hidden
until MPI_Finalize.

The osc monitoring component needed to include other OSC components
header in order to be able tu access communicator through the
component specific ompi_osc_*_module_t structures. This commit remove
the dependency, and resolve the issue #4523.
Extend the common monitoring API.
* Now it's possible to translate from local rank to world rank from
both the communicator and the group.
* Remove useless hashtable as we directly use the w_group contained
in window structure.
Add automatic generation at config time.
The templates are expanded at configure time. It creates a new header
file that generates all the variables/functions needed. Adding this
during the autogen automagicaly generates for each of the available
modules the proper functions.
Only keep a generated argv-style array.
Following Jeff's advice, the configure.m4 file generate a simple array
of module variables to be iterated over to find the proper module.

Add a monitoring PML, OSC and IO. They track all data exchanges between processes,
with capability to include or exclude collective traffic. The monitoring infrastructure is
driven using MPI_T, and can be tuned of and on any time o any communicators/files/windows.
Documentations and examples have been added, as well as a shared library that can be
used with LD_PRELOAD and that allows the monitoring of any application.

Writing to the pml_monitoring_flush variable will set the filename of
the output file.
Stopping a session for the pml_monitoring_flush will force the
generation of the nobitoring output file (as long as the filename
is not NULL).
To reset the monitoring, une has to bind the pml_monitoring_flush to a
session.
using performance variables "pml_monitoring_messages_count" and
"pml_monitoring_messages_size"
Per Brice suggestion make all data count and message length be
uint64_t.
counting or not the collective traffic as a separate entity. The need
for such a PML is simply because the PMPI interface doesn't allow us to
identify the collective generated traffic.
