A mindless task for a lazy weekend: convert all the README and
README.txt files to Markdown. Paired with the slow conversion of all
of our man pages to Markdown, this gives a uniform language to the
Open MPI docs.
This commit moved a bunch of copyright headers out of the top-level
README.txt file, so I updated the relevant copyright header years in
the top-level LICENSE file to match what was removed from README.txt.
Additionally, this commit did (very) little to update the actual
content of the README files. A very small number of updates were made
for topics that I found blatently obvious while Markdown-izing the
content, but in general, I did not update content during this commit.
For example, there's still quite a bit of text about ORTE that was not
meaningfully updated.

With Open MPI 5.0, the decision was made to stop building
3rd-party packages, such as Libevent, HWLOC, PMIx, and PRRTE as
MCA components and instead 1) start relying on external libraries
whenever possible and 2) Open MPI builds the 3rd party
libraries (if needed) as independent libraries, rather than
linked into libopen-pal.
This patch moves the prrte submodule from the top-level to the
3rd-party directory, to match the behavior of other 3rd-party
packages like Libevent and PMIx. Since Open MPI does not
support building with an external PRRTE, that functionality
is skipped in this patch.

Autoconf macros to support running sub-configure scripts; one

source in a sub-tree.

At the end of "make install", a tool is run to search for common
symbols in the built artifacts, to work around issues on MacOS.
This tool requires an exclude list for symbols that must be
in the common section (such as in executables instead of libraries
and because Fortran).
This commit adds the ability to exclude certain directories from
the search, such as directories that are 3rd party packages or
only contain tests/executables, which will not run into problems
on MacOS.
To simplify that change, the file search in find_common_syms was
also rewritten to use the Perl-standard File::Find package instead
of calling the find executable. Theoretically, this should be
mildly faster, but is also significantly easier to modify.

without reference to ORTE. Setup opal/pmix framework to be static.

Two related changes to allow projects to not build based on
configure test results, as opposed to only reacting to
user configure options today. Use case is disabling a project
like oshmem because no communication channels can be built.
First, Move PROJECT_* AM_CONDITIONALs from the top of configure to
the bottom, so that we can change the results during configure.
Second, add a DIST_SUBDIRS to Makefile.am (and populate it in
opal_mca) so that "make dist" will work even when a project is
disabled.

Per discussion at the Summer 2017 developers meeting, generate
the AUTHORS list at make dist time, rather than trying to
keep it up to date and merge on the branches by hand. While
most of the data is generated from git, the organization list
was maintained by hand. The general feeling at the meeting was
that the organization list was not adding value and there were
concrete cases where it involved much chasing by the RMs, so
it has been removed.

This adds a check at `make install` time to look for common symbols. It
attempts to ignore "Fortran-shaped" symbols by default. It also will
look in the source tree for any files named "common_sym_whitelist" and
will ignore any symbols listed in that file (one per line, comments
allowed).
See open-mpi/ompi#375 for more background.
Update the VERSION file scheme:
* Remove "want_repo_rev".
* Add "tarball_version".
All values are now always included (major, minor, release, greek,
repo_rev). However, configure.ac now runs "opal_get_version.sh
... --tarball", which will return the value of tarball_version (if it
is non-empty) or the "full" version string (i.e.,
"major.minor.releasegreek").
on some linux distro (sles11sp2) csh fails to parse $LS_COLORS and borks with error:
Unknown colorls variable `mh'.
The workaround is to unset LS_COLORS before calling to csh script

libtool.m4's are not newer than aclocal.m4. They "usually weren't",
but if you had a slow filesystem, it could be possible that libtool.m4
would be newer than aclocal.m4, and Bad Things would happen during
"make" (i.e., running configure again).

and make (and possibly even make install). Use automake's include directive
to drastically reduce the number of Makefile files (although the number of
Makefile.am files is the same - most are just included in a top-level
Makefile.am). Also use an Automake SUBDIRs feature to eliminate the
dynamic-mca tree, which was no longer really needed. This makes adding
a framework easier (since you don't have to remember the dynamic-mca
tree) and makes building faster (as make doesn't have to recurse through
the dynamic-mca tree)

AM_INIT_AUTOMAKE, instead of the deprecated version.
* Work around dumbness in modern AC_INIT that requires the version
number to be set at autoconf time (instead of at configure time, as
it was before). Set the version number, minus the subversion r number,
at autoconf time. Override the internal variables to include the r
number (if needed) at configure time. Basically, the right thing
should always happen. The only place it might not is the version
reported as part of configure --help will not have an r number.
* Since AM_INIT_AUTOMAKE taks a list of options, no need to specify
them in all the Makefile.am files.
* Addes support for subdir-objects, meaning that object files are put
in the directory containing source files, even if the Makefile.am is
in another directory. This should start making it feasible to
reduce the number of Makefile.am files we have in the tree, which
will greatly reduce the time to run autogen and configure.
