- Add calls for new macros:

- LAM_SETUP_F77 (moved pre-existing F77 code to this macro)
  - LAM_SETUP_F90
  - LAM_C_WEAK_SYMBOLS
- Do handling for figuring out whether we need to compile in
  src/mpi/*/profile or not
