OSHMEM: Removing erroneous initialization check
Since the introduction of the on-demand proc allocation the check become erroneous and irrelevant. Moreover, it completely breaks OpenSHMEM support in OMPI. Signed-off-by: Pavel Shamis (Pasha) <pasharesearch@gmail.com>
