spml/yoda: update for BTL 3.0 interface
This commit make spml/yoda compatible with BTL 3.0. This is meant as a starting point only. More work will be needed to make optimial use of the new interface. Signed-off-by: Nathan Hjelm <hjelmn@lanl.gov>
