usnic: remove some logically dead code
This code really had no purpose; just assign FI_VERSION(1, 1). This fixes CID 1315274. Also clarify the commet about why we still retain libfabric v1.0.0 compatibility code, even though configure.m4 requires libfabric >= v1.1.0.
