fortran: Fix: MPI_UNWEIGHTED and MPI_WEIGHTS_EMPTY should be arrays.

Without this modification, gfortran throw the following error
if these variables are used for `MPI_DIST_GRAPH_CREATE_ADJACENT` or
`MPI_DIST_GRAPH_CREATE_ADJACENT`.
