Hotkeys are already highlighted by the color; there is no any point
in using yet another attribute (uppercase) for emphasizing them
even more. Capitalizing a letter in the middle of a word looks ugly.

In the case where insufficient rights to the contents of the directory ~/.mc/* to
save preferences I get "settings saved in ~ /.mc/ini", but really nothing is saved.
It would be correct to issue a message like "Not enough permissions to save the ~/.mc/ini"
Also, when autosave should be issued a message about the lack of rights.
This branch will check rights of config-files.

When viewing two file lists, if user presses C-x i for info on
a panel's directory or file, the info pops up correctly in the
other panel. However, when the user closes the info screen, the
directory of the current panel is shown -- NOT the directory
which was being viewed before the info panel appeared.

Since midnight_dlg can be invisible during screen resize,
don't update the hintbar in SIGWING signal handling function.
Now the hintbar is updated during DLG_DRAW message handling
in mignight_dlg callback.
